Is Crémant always referring to sparkling wines in France?

I was always under impression that cremant, like champagne was a legally protected term referring to sparkling wines outside of Champagne but still inside France, but I noticed an English bottle with the term cremant on it, my first time seeing this on a bottle not from France. How can this be? Appreciate any insight on this.
