does "vino sfuso" exist in the USA?

I literally cannot find a straight answer for the Life of me and its driving me Crazy.

There Is something in Italy called vino sfuso, which Is when the vineria Will sell their wine directly from the VAT to you. It Is much cheaper then buying It from the bottle with prices usually ranging from 2-5€ per liter (a bottle would probably be 4-10 instead) does the USA have this? Or Is this Just something in Europe??
