Why is most wine mediocre but some is exceptional?

What goes in to making excellent wine?

Is it the soil/climate? The vines themself? Or the knowledge of the winemaker and their technique?

The wine industry is competitive like anything else, so I’d wager top winemakers have secrets to their technique that they don’t share.

If they were however to share their secrets, would vineyards the world over be able to produce top quality wines? Or are certain climates or soils so special and unique they are mandatory for excellence?
